About this opportunity
The Office of Naval Research (ONR) has issued a Federal Grant Opportunity titled "Enabling Technologies for Electronic Warfare and Surveillance" to fund innovative solutions that can enable spectrum superiority and persistent naval intelligence, surveillance, and reconnaissance (ISR) capabilities. The opportunity seeks proposals across seven technical areas, including signal processing algorithms, electronic warfare techniques, generative AI, and counter-sensor concepts. White papers are strongly encouraged by September 26, 2024, with oral presentations in early November and full proposals due by December 20, 2024. Funding may be awarded through grants or procurement contracts.
This opportunity falls under the Basic and Applied Scientific Research program (CFDA 12.300) administered by the Department of the Navy. ONR plans to allocate approximately $10-15 million per year across all technical areas. Awards are anticipated by April 2025, with project periods typically spanning 1-5 years. Work is expected to be performed at the recipient institutions, which may include universities, non-profits, and other research organizations.
Synopsis
To fully enable spectrum superiority, naval forces (including the Marine Corps and Navy) must be able to control the Electromagnetic Spectrum (EMS) by exploiting, deceiving, or denying enemy use of the spectrum while ensuring persistent naval ISR capabilities. The advance of adversary intelligence, surveillance, and reconnaissance (ISR) and EW capabilities across the full EMS (DC to daylight), and the proliferation of inexpensive, efficient processors, and transceivers has
eroded our advantages, created a contested and congested operational environment, and degraded our naval ISR capabilities. This EW and Surveillance D & I BAA Call seeks innovative solutions to overcome these technical challenges.
