The U.S. Department of State's Embassy Cairo is soliciting applications to implement a teacher training program for up to 200 Egyptian university English language instructors, with an application deadline of August 7, 2026, at 11:59 PM Cairo Time.
Eligible applicants are not-for-profit organizations, think tanks, civil society organizations, non-governmental organizations, public international organizations, and governmental institutions; for-profit entities are excluded. This is a single-award opportunity with a maximum award of $200,000 under a cooperative agreement.
The program targets English language teaching assistants, lecturers, and instructors from governmental and Al-Azhar universities across Egypt with fewer than five years of teaching experience. The award will fund a one-week, 30-hour intensive TESOL course delivered at three geographic locations (Port Said, Cairo, and Luxor). Course content includes critical and analytical thinking skills, effective classroom management, inclusive instructional strategies for all learners, AI integration in English language teaching, and 21st century professional skills for educators, alongside enhanced English language proficiency and deeper understanding of American culture and values.
The performance period is 5 to 6 months with an anticipated project start date of October 1, 2026. Funding derives from FY25 Smith-Mundt Public Diplomacy Funds under CFDA 19.022 (Educational and Cultural Exchange Programs Appropriation Overseas Grants).
Applications must be submitted by email to SoudanHE@state.gov and include completed SF-424, SF-424A, and SF-424B forms; a proposal not exceeding 20 pages; detailed line-item budget with justification narrative in U.S. dollars; and supporting attachments including key personnel resumes, letters of partner support, proof of non-profit status, and SAM.gov registration documentation.
Evaluation criteria and point weighting are: quality and feasibility (25 points), organizational capacity and prior grant performance (25 points), project planning and ability to achieve objectives (20 points), budget reasonableness (10 points), monitoring and evaluation plan (10 points), and sustainability approach (10 points). RELO Cairo maintains substantial involvement throughout implementation, including approval of training content, key personnel, monitoring and evaluation tools, and participant selection, while the recipient manages program logistics, outreach, trainer management, and quarterly reporting.
