About this opportunity

The Health Resources and Services Administration is soliciting applications for a single cooperative agreement to establish the Emergency Medical Services for Children National Pediatric Readiness Coordinating Center, with applications due July 10, 2026. The award ceiling is $4.2 million annually (FY26 at $3.9 million; subsequent years at $4.2 million) for a four-year period of performance from July 1, 2026, through June 30, 2030.

Eligible applicants are limited to state governments and accredited schools of medicine in states that demonstrate evidence of experience in developing and implementing Pediatric Readiness improvements at national and state levels. This cooperative agreement funds one award only.

The NPRCC will coordinate development and centralization of technical assistance for Pediatric Readiness guidelines in hospital emergency departments and prehospital emergency medical services agencies. Core objectives include coordinating guideline development with multidisciplinary partners; centralizing technical assistance and quality improvement learning collaboratives for EMSC State Partnership recipients and hospital and EMS practitioners; increasing awareness among health care providers and the public through dissemination strategies and a national steering committee; and measuring Pediatric Readiness progress through a web-based data collection system.

Recipients must collect and report annually on performance measures including partner participation rates, EMSC State Partnership support metrics, quality improvement collaborative participation, learning module development, committee participation rates, resource development and dissemination activities, and Pediatric Readiness assessment completion rates. Applications must not exceed 70 pages and must include project narrative, budget narrative, work plan, staffing plan, biographical sketches, partner agreements, and organizational charts submitted through Grants.gov. The current HHS salary cap of $228,000 applies to individual salaries and indirect costs. Budget changes exceeding 25 percent of the total annual award require prior approval through the HRSA Electronic Handbook.

The funding is under CFDA 93.127 (Emergency Medical Services for Children).

Synopsis

The Emergency Medical Services for Children National Pediatric Readiness Coordinating Center (EMSC NPRCC) demonstration program will work to assess and expand "Pediatric Readiness" in hospital emergency departments (ED) and pre-hospital emergency medical services (EMS) systems. Because children have unique physiological, emotional, and developmental characteristics, specialized emergency care is needed. Pediatric Readiness ensures that every EMS and fire-rescue agency and ED has the pediatric-specific leadership, competencies, policies, equipment, and other resources needed to provide high-quality emergency care for children, no matter where they live, attend school, or travel in the United States.
