About this opportunity

The U.S. Department of State's Public Diplomacy Section at the U.S. Embassy in Kuala Lumpur is soliciting applications to promote U.S. higher education opportunities for Malaysian students through EducationUSA advising services, with an application deadline of July 31, 2026 at 11:59 p.m. GMT +8. The award structure comprises 1 to 2 cooperative agreements totaling up to $224,000 over a three-year performance period, with an anticipated project start date of September 21, 2026.

Eligible applicants include not-for-profit organizations, public and private higher education institutions, and public international organizations operating in Malaysia. All applicants must obtain a Unique Entity Identifier and maintain active SAM.gov registration.

The core requirement is maintaining at least three physical EducationUSA advising centers staffed by trained advisors in the Klang Valley, Penang, and East Malaysia to provide comprehensive information on U.S. undergraduate and graduate education opportunities. Programmatic activities must include education fairs, presentations at secondary schools and universities, and collaborative programming with the U.S. Embassy. All successful proposals must celebrate and promote the Freedom250 (250th anniversary of U.S. founding) and align with America First foreign policy principles.

Cost sharing is encouraged but not required. The NOFO prohibits funding for staff salaries, office space, construction, alcohol, U.S.-based activities, and direct social services.

Evaluation allocates 30 points to relevance to EducationUSA mission and U.S. foreign policy, 15 points each to organizational capacity and project planning, and 10 points each to local partner participation, budget reasonableness, monitoring and evaluation, and communication outreach. Applications must include federal forms SF-424/SF-424A/SF-424B, a 15-page maximum proposal, detailed line-item budget with justification, key personnel resumes, and partner letters of support.
