About this opportunity

The Economic Development Administration is soliciting applications for the FY25 Disaster Supplemental grant program, with a March 3, 2026 deadline at 5:00 pm Eastern Time for the Industry Transformation Path and ongoing rolling admissions for the Readiness and Implementation Paths, to award up to $1,447,000,000 to communities recovering from hurricanes, wildfires, tornadoes, floods, and other natural disasters occurring in calendar years 2023 and 2024.

Eligible applicants include district organizations of EDA-designated Economic Development Districts, Indian tribes or consortia of Indian tribes, state and local political subdivisions and consortia, institutions of higher education and consortia, public or private nonprofits acting in cooperation with political subdivisions, economic development organizations, and public-private partnerships for public infrastructure. For-profit entities and individuals are ineligible.

The program operates three distinct funding pathways. The Readiness Path funds standalone non-construction projects—strategy development, capacity building, and predevelopment costs—to increase community readiness to access future disaster recovery funding, with awards ranging from $250,000 to $500,000. The Implementation Path funds construction and non-construction projects addressing immediate post-disaster economic challenges, with awards from $100,000 to $5,000,000 for non-construction projects and $2,000,000 to $20,000,000 for construction projects. The Industry Transformation Path funds large-scale, multicomponent construction and non-construction portfolios led by coalitions of regional stakeholders, designed to fundamentally transform a region's economic trajectory through industry development or acceleration, with expected awards between $20,000,000 and $50,000,000.

EDA generally funds up to 80 percent of eligible project costs. Project periods typically range from 12 to 24 months for strategy and non-construction work and 12 to 48 months for construction, expected to be completed within five years from award date.

Applications are reviewed through a two-stage process: Competitiveness Review screens against pass-fail criteria, and surviving applications advance to Investment Review Committee merit evaluation weighted equally on feasibility, stakeholder support and involvement, economic resilience, alignment with other public or private investments, regional distress degree, job creation and retention potential, private investment promotion, and alignment with EDA's current Investment Priorities. For workforce projects, the extent of project incorporation of workforce requirements receives weight equal to the combined weight of the eight core criteria.

This opportunity operates under CFDA 11.307, Economic Adjustment Assistance.

Synopsis

Through this Disaster NOFO, EDA will award investments in regions experiencing severe economic distress or other economic harm resulting from hurricanes, wildfires, tornadoes, floods, and other natural disasters occurring in calendar years 2023 and 2024. EDA's goal under this NOFO is to assist communities recovering from a disaster by realizing opportunities to recover and change the economic trajectory of the community for the better. In other words, EDA funding seeks to help communities recover and set them on a path to exceed their previous pre-disaster baseline. EDA seeks projects that are responsive to community needs post-disaster by engaging all aspects of the community, with special focus on private industry partners.

This Disaster NOFO provides funding through three pathways:

Readiness Path - Standalone non-construction projects designed to increase a community's readiness to apply for or implement disaster recovery funding from private and public sources including, but not limited to, future EDA NOFOs and the Implementation or Industry Transformation Paths under this NOFO. Projects will fund strategy development, capacity building, and/or predevelopment costs necessary for future recovery projects.

Implementation Path - Standalone construction or non-construction projects designed to address the economic challenges faced by a community recovering from a natural disaster and improve economic trajectories beyond pre-disaster economic conditions.

Industry Transformation Path - Led by a coalition of regional stakeholders, a portfolio of large-scale, multicomponent construction and non-construction projects designed to fundamentally transform the economic trajectory of a region through the development or acceleration of an industry.
