About this opportunity

The U.S. Army Corps of Engineers (USACE), Fort Worth District, is seeking a cooperative agreement partner to conduct ecological research on prey fish communities and submerged aquatic vegetation (SAV) in the forested mangrove wetlands of southern Florida as part of the Comprehensive Everglades Restoration Plan (CERP) monitoring effort. Applicants must be members of designated Cooperative Ecosystem Studies Units (CESU) in the Gulf Coast, Piedmont-South Atlantic Coast, or South Florida-Caribbean regions and must demonstrate technical ability and qualifications through a Statement of Interest. The Principal Investigator must hold a PhD in Biology, Ecology, Environmental Science, or a related field with direct experience in prey fish and SAV sampling, large-scale sampling expertise, and Everglades ecology knowledge, with preference given to candidates familiar with CERP. Evaluation will be based on technical merit, organizational capability, and alignment with USACE/Department of Defense missions, with applicants receiving "Good/Excellent" or "Acceptable" ratings invited to submit full proposals. Statements of Interest are due by noon Central Time on June 5, 2026, with direct questions to be submitted by May 13, 2026, to Yvonne Howard (Grants Specialist) and Nicole Baker (Project Manager) at USACE Fort Worth District.

The base award is approximately $575,000 for a mandatory 12-month performance period, with an established indirect cost rate of 17.5% and potential for up to four additional 12-month follow-on periods contingent on funding availability. Optional tasks beyond the three mandatory tasks (Project Initiation/Plans/Permits, Prey Fish Sampling and SAV Monitoring, and Data Analyses) may provide supplemental funding. Work will be performed in southern Florida's forested wetlands, and all recipients and subrecipients must have an active NIST SP 800-171 DoD Assessment performed within the last three years to be eligible for award.

Synopsis

Award will be made upon mutual agreement and acceptance of the terms and conditions contained in the request for proposal and the recipient's CESU Master Agreement. Note the established CESU Program indirect rate is 17.5%.

Responses to this Request for Statements of Interest will be used to identify potential organizations for this project. Approximately $575,000 is expected to be available to support this project for the base period (mandatory and optional task 5). Additional funding may be available to the successful recipient for optional tasks and/or follow-on work in subsequent years.

Period of Performance. The base period of agreement will extend 12 months from date of award. There may be up to four 12-month follow-on periods based on availability of funding.
