About this opportunity

The Administration for Children and Families, Office of Head Start, is forecasting a competitive grant opportunity to fund Early Head Start service expansion or Early Head Start-Child Care Partnerships serving pregnant women, infants, and toddlers in Arkansas, Georgia, and North Carolina, with approximately $9.6 million in federal funding available and a Notice of Funding Opportunity publication pending.

Eligible applicants include public or private nonprofit organizations (including community-based and faith-based organizations), for-profit organizations, tribal governments, state and local governments, higher education institutions, housing authorities, and independent school districts. Individuals, sole proprietorships, and foreign entities are ineligible. Organizations currently operating Head Start programs are eligible to operate Early Head Start programs.

Service areas in Arkansas, Georgia, and North Carolina are subject to change until the NOFO is published. The funding opportunity supports comprehensive services including educational, health, nutritional, social, and family well-being activities designed to enhance cognitive, physical, behavioral, and social-emotional development.

Awards are made for five-year project periods. Recipients demonstrating satisfactory progress and compliance with terms and conditions qualify for non-competing continuations; unsuccessful applicants have no formal appeal process, though existing recipients may dispute under 45 CFR Part 16.

Applications are reviewed first for threshold compliance—eligibility, deadline, required electronic submission, and award ceiling—before proceeding to merit panel review. Merit review panels compose experts with three reviewers and one chairperson. ACF may consider geographic distribution of federal funds in award decisions and may elect not to fund applicants with management or financial problems. Awards may be issued in whole or in part at amounts lower than requested.

The opportunity operates under CFDA 93.600 (Head Start). Contact the OHS Operations Center at OHSgrants@koniag-gs.com for additional information.
