About this opportunity

The Department of State's Bureau of Democracy, Human Rights and Labor seeks applications for a cooperative agreement to research and advocate for immigration policies and laws protecting sovereignty and the rule of law in Europe, with applications due August 31, 2026.

Eligible applicants include U.S.-based and foreign-based non-profit organizations and NGOs, private or public institutions of higher education, and for-profit organizations or businesses. All applicants must obtain a Unique Entity Identifier and maintain active registration in SAM.gov. Cost-sharing is encouraged but not required.

One award of approximately $2,960,039 is anticipated under FY 2025 Democracy Funds. The project performance period runs 24 to 36 months, with an anticipated start date of September 30, 2026. The funding instrument may be awarded as either a cooperative agreement or Fixed Amount Award.

Proposals must address two mandatory objectives: civil society conducting methodologically-sound research on mass migration across the European Union, and civil society advocating for civil and social reform to improve rule of law and democratic resilience. Competitive proposals must include clear performance indicators, data collection methods, and nonpartisan activities offered equitably to all democratic parties. Applicants may allocate funding to subrecipients, who must provide separate detailed budgets and be verified on SAM.gov.

The proposal narrative is limited to 15 pages maximum and must include proposal summary, organizational introduction, problem statement, project goals and objectives, activities, methods, timeline, key personnel criteria, project partners, and monitoring and evaluation plan. Required attachments include SF-424, SF-424A, SF-424B, line-item budget organized by OMB cost categories, key personnel position descriptions, letters of support from partners, and NICRA documentation if applicable. All proposal documents must be in English, formatted to 8.5 x 11-inch paper, single-spaced in 12-point Times New Roman font with 1-inch margins.

The opportunity is funded under CFDA 19.345, International Programs to Support Democracy, Human Rights and Labor.
