About this opportunity
The Bureau of Democracy, Human Rights, and Labor (DRL) at the U.S. Department of State is seeking Statements of Interest (SOIs) from organizations interested in implementing programs to advance human rights and fundamental freedoms in North Korea. The solicitation has two categories: (1) Fostering Accountability for Serious Human Rights Abuses and Transnational Repression, and (2) Advancing the Human Rights of Vulnerable Populations. Eligible applicants include U.S. and foreign-based nonprofits, public international organizations, higher education institutions, and for-profit organizations. SOIs are due by January 10th, 2025 through MyGrants or Grants.gov, and the application process is two-step, with selected SOI applicants invited to submit full proposals. The evaluation criteria focus on program quality, planning ability, institutional capacity, and commitment to equal participation.
Funding requests may range from $100,000 to $1,000,000 per SOI, with a total of up to two SOIs permitted per applicant. Programs must use survivor-centered, "Do No Harm" approaches and include consultation with North Korean defector/escapee communities. Key activities may include documenting human rights violations, supporting accountability measures, advocating with governments and multilateral institutions, and strengthening collaboration among civil society organizations working on North Korean human rights issues.
