About this opportunity
The Department of State Bureau of Democracy, Human Rights and Labor is soliciting applications for a cooperative agreement to document hateful rhetoric and violent acts targeting minority populations in South Africa, with an application deadline of September 3, 2026. One award of $986,500 is anticipated; cost sharing is not required.
Eligible applicants include U.S.-based nonprofits, foreign nonprofits, institutions of higher education, for-profit organizations, and public international organizations. All applicants must obtain a Unique Entity Identifier and maintain active SAM.gov registration. Each organization may submit only one proposal.
The project performance period is 15–18 months with an anticipated start date of September 30, 2026. Work is performed in South Africa.
The program requires applicants to conduct conflict-sensitive research and data collection documenting hateful rhetoric and violent acts against Afrikaner and other South African minority populations in line with international standards. Key objectives include advancing systemic research and assessment of access to justice and law enforcement protection, and increasing accessibility of credible evidence-based data. Required activities include capacity building for practitioners on survivor-centered documentation and trauma-informed data collection practices, development of psychosocial support referral pathways (minimum 20 percent of budget), non-adversarial communication training, and participation in South African Human Rights Commission activities. The applicant must include a Conflict Sensitivity Advisor with 15 or more years of experience and a Psychosocial Support Specialist consultant.
Applications require SF-424, SF-424A, SF-424B forms; a 10-page maximum proposal; budget justification narrative; line-item budget; key personnel CVs; partner support letters; and NICRA documentation if applicable. Awards will be made through the U.S. Department of Health and Human Services Payment Management System; recipients must submit quarterly financial and progress reports. The funding instrument is Assistance Listing 19.345 (International Programs to Support Democracy, Human Rights and Labor).
Synopsis
This proposed program will seek to document hateful rhetoric and violent acts against minority communities, assess access to justice and law enforcement protection, as well as research widespread violence affecting both minorities and the broader population in South Africa. The implementing partner will conduct conflict sensitive research and data collection to create a comprehensive record of violence affecting Afrikaner and other South African minority populations in line with international standards and develop recommendations for how to improve the law enforcement situation to ensure equal protection
