About this opportunity
The Department of Housing and Urban Development (HUD) is offering the Distressed Cities Technical Assistance (DCTA) Program for Fiscal Years 2024 and 2025. Through this program, HUD aims to increase the capacity of awardees to deliver technical assistance to Units of General Local Government (UGLGs) serving communities with populations of 50,000 or less that are experiencing economic hardship. Eligible applicants include nonprofits, private higher education institutions, for-profit organizations, and small businesses, who can apply as either Category A (providing technical assistance across HUD's jurisdiction) or Category B (focused on specific geographic areas). The evaluation criteria include prior experience (42 points), organizational capacity (33 points), soundness of approach (20 points), and essential template (5 points), with 2 additional preference points for minority-serving institutions. Proposals are due by March 10, 2025.
HUD expects to award approximately $4.675 million in FY2024 and additional funds in FY2025 through cooperative agreements, with an estimated project period of 38 months from July 30, 2025 to September 30, 2028. HUD anticipates making approximately 3 awards in each fiscal year.
Synopsis
Through this NOFO, HUD aims to increase DCTA awardee and program capacity to deliver technical assistance (TA) to Units of General Local Government (UGLGs) serving communities with populations of 50,000 or less that are experiencing economic hardship. Awardees work at the direction of HUD and in close consultation with HUD to equip UGLG officials and staff to be more successful in meeting the needs of their communities. Applicants should have the capacity to either (A) deploy technical assistance across HUD's jurisdiction or (B) deploy technical assistance in specific area(s).
