About this opportunity
The Distance Learning and Telemedicine (DLT) Grants program, administered by the USDA Rural Utilities Service, provides financial assistance to enable and improve distance learning and telemedicine services in rural areas. The program funds the acquisition and deployment of telecommunications-enabled equipment and advanced technologies to increase rural access to education, training, and healthcare resources. Eligible applicants include government entities, nonprofits, educational institutions, tribal governments, and businesses. Applications will be evaluated based on rurality (40 points), economic need (30 points), service need/benefits (30 points), and special considerations (10 points) such as serving distressed or tribal communities. The application deadline is March 6, 2025.
The DLT program will award approximately $40 million in grants ranging from $50,000 to $1,000,000, with 20% of funds reserved for projects addressing substance use disorder. Grant recipients must provide a minimum 15% matching contribution. Projects are intended to support 2-year initiatives that deploy telecommunications equipment and broadband infrastructure (up to 20% of grant) to enable distance learning and telemedicine services in rural areas with populations under 20,000 that are not contiguous to urban areas over 50,000.
Synopsis
Authorized by 7 U.S.C. 950aaa, the DLT Program provides financial assistance to enable and improve distance learning and telemedicine services in rural areas. DLT grant funds support the use of telecommunications-enabled information, audio and video equipment, and related advanced technologies by students, teachers, medical professionals, and rural residents. These grants are intended to increase rural access to education, training, and health care resources that are otherwise unavailable or limited in scope.
The regulation for the DLT Program can be found at 7 CFR part 1734. All applicants should carefully review and prepare their applications according to instructions in the FY 2025 DLT Grant Program Application Guide (Application Guide) and program resources. This Application Guide will be made available here and on the program website at https://www.rd.usda.gov/programs-services/distance-learning-telemedicine-grants. Expenses incurred in developing applications will be at the applicant's own risk.
