About this opportunity

The Administration for Community Living is awarding cooperative agreements to provide disaster reimbursement and assistance to State Units on Aging and federally recognized Tribal Organizations currently receiving Title VI funding under the Older Americans Act, with applications due by 11:59 p.m. Eastern Time on September 18, 2026.

Eligible applicants are State Units on Aging receiving Title III funding and federally recognized Tribal Organizations receiving Title VI funding under the Older Americans Act who have received a Presidential Major Disaster Declaration under the Robert T. The program distributes $600,000 total with up to seven awards anticipated. Individual award amounts range from $30,000 to $200,000 per applicant per 12-month budget period. The period of performance is one year based on rolling start dates contingent upon declared disasters. Funds may be used only in areas designated in a Major Disaster Declaration and only for permissible expenses not covered by other disaster funding resources.

Allowable uses include OAA Title III gap-filling services: outreach, information and assistance, counseling, case management, advocacy, additional food and meals, supplies, damaged senior center equipment replacement, staff overtime, emergency medications, and transportation. Applicants must demonstrate impact to OAA programs and services and provide measurable outcomes.

Merit review employs a 100-point scoring system: project relevance and current need (20 points), approach (20 points), project impact (20 points), capability and expertise (20 points), and budget narrative (20 points). An optional notice of intent is due August 30, 2026, with an expected award date of September 30, 2026. Applications must be submitted through Grants.gov and include a project narrative (8 pages maximum), budget narrative, and required federal forms. Applicants must register with SAM.gov and Grants.gov prior to submission and maintain active registrations throughout any award period. Eligible SUAs and Title VI grantees should discuss all disaster applications with ACL contacts before submitting formal applications.
