Eligible applicants must be consortiums of at least three entities comprising regional institutions of higher education, academic health and research institutes, and/or economic development entities located within the 252-county Delta Region, with at least one member legally authorized to contract with the Federal Government. Applications are evaluated on a maximum of 110 points across five criteria: Community Needs and Benefits Derived from the Project (30 points), Project Management and Organizational Capability (30 points), Work Plan and Budget (30 points), Local Support (10 points), and Administrator Discretionary Points (10 points), with a minimum score of 60 points required for funding consideration. A minimum of $600,000 of the total funding must support projects in persistent poverty counties. The application deadline is June 1, 2026, at 11:59 p.m. Eastern Time, with submissions required through Grants.gov.

Approximately $6,000,000 in total competitive grant funding is available for FY 2026, with individual awards ranging from a minimum of $50,000 to a maximum of $1,000,000 per project. Grant periods extend up to 24 months, with project activities beginning no earlier than September 1, 2026, and awards anticipated by August 31, 2026. All projects must serve ultimate beneficiaries in rural areas within the Delta Region, and no cost-sharing or matching funds are required, though applicants may voluntarily contribute additional resources.
