About this opportunity
The Small Business Administration is soliciting applications for a single cooperative agreement worth approximately $500,000 to develop and deliver a cyber certification program for SBA Resource Partners, with applications due September 1, 2026. Eligibility is restricted to state entities or universities located in Delaware, Michigan, or Ohio that have demonstrated experience managing robust statewide or nationwide cyber training programs. No cost share or matching funds are required.
The award carries a 24-month period of performance beginning October 1, 2026. The selected awardee must deliver cyber certification training to employees and consultants of SBDCs, Women's Business Centers, SCORE, and Veterans Business Outreach Centers on a nationwide basis. The program requires implementation of a four-part model: curriculum development covering cybersecurity awareness, threat identification, data security, and best practices; course delivery through community partners; knowledge-based assessment and certification; and program management with quarterly reporting of participant metrics and certification achievements.
Applicants must demonstrate past experience with cyber training at scale (3,000+ clients), adequate staffing and management structure, financial controls, collaborative partnerships with federal, state, and local entities, and ability to deliver 24/7 certification platform access. The SBA will evaluate proposals on organizational experience and capacity, project design, project management capability, collaboration and resource leveraging, and operational controls. Recipients must submit quarterly performance narrative reports and financial reports for reimbursement, with quarterly reports due 30 days after each quarter and final reports due 120 days after project completion. This opportunity is assigned to CFDA 59.079, the Cybersecurity for Small Business Pilot Program. Contact Traci.Giddens@sba.gov for programmatic questions or Teresa.Clouser@sba.gov for budgetary matters.
