About this opportunity
The Small Business Administration (SBA) is soliciting applications for cooperative agreements to establish and operate Small Business Development Centers (SBDCs) that provide counseling, training, and technical assistance to the small business community. Eligible applicants include higher education institutions (public and private), 501(c)(3) nonprofits, state governments, and other designated entities. Recipients must demonstrate two core qualifications: the ability to match federal funds and the capacity to deliver comprehensive technical assistance, training, and counseling services to small businesses. The program emphasizes serving underserved entrepreneurial communities and requires applicants to maintain detailed client activity records and financial documentation for three years following project completion. The application deadline is April 22, 2026, with a posting date of April 21, 2026, allowing minimal time for proposal preparation and submission.
Recent federal awards under this program have ranged from approximately $150,000 to $8.3 million, with typical awards between $1 million and $4 million, with major state networks receiving substantially higher allocations (such as Florida's $8.39 million and New York's $7.87 million). Award periods typically span two calendar or fiscal years, with most completion dates extending through December 2026. The SBDC network operates nationally across all 50 states, the District of Columbia, Puerto Rico, and several U.S. territories, with each recipient organization establishing a lead center and multiple service centers throughout its designated geographic service area.
Synopsis
The Small Business Development Center (SBDC) Program is the U.S. Small Business Administration's (SBA's) largest matching grant-funded program providing quality service to the small business community. The SBDC Program has 63 Recipient Organizations - one in each state (with the exception of four regional SBDC networks in Texas and five regional networks in California), the District of Columbia, Puerto Rico, the Virgin Islands, American Samoa, Guam, and the Northern Mariana Islands. The Recipient Organization is responsible for establishing a Lead Center and a network of partner Service Centers to cover its designated area of service. The SBDC Program links the resources of Federal, state, and local governments with the resources of the educational community and the private sector to provide assistance to the small business community. In partnership with SBA's Office of Small Business Development Centers (OSBDC) and District Offices, SBDCs develop business counseling and training programs, informational tools, and other services that enhance the economic development goals and objectives of SBA, in their respective service areas, and their local funding partners.
