About this opportunity
The U.S. Department of State Bureau of Democracy, Human Rights, and Labor is soliciting applications for research grants investigating transnational repression tactics and perpetrator networks, with applications due August 10, 2026. One award of $986,679 is anticipated. No cost share is required.
Eligible applicants include U.S.-based and international not-for-profit organizations, educational institutions, for-profit organizations, individuals, and public international organizations. The program seeks rigorous, evidence-based research examining how perpetrators of transnational repression infiltrate diaspora and faith-based communities using governmental and quasi-governmental mechanisms, with findings translated into actionable options for civil society, law enforcement, judicial bodies, and policymakers.
The performance period spans 18 to 24 months, with projects expected to start September 30, 2026. Work must cover 2 to 5 target countries. Three core objectives are mandatory: documenting transnational repression tactics and perpetrator networks; strengthening diaspora community safety through partnerships and training; and disseminating research findings to law enforcement and policymakers to support accountability mechanisms. Competitive applications must include risk analysis, security and contingency plans, emergency budget provisions, and evidence of local partnership arrangements.
Required key personnel include a Conflict Sensitivity Advisor with at least 15 years of experience and a Psychosocial Support Specialist consultant. Proposals are limited to 15 pages and must include detailed line-item budgets with narrative justification, a project monitoring and evaluation plan, and a one-page timeline. The Department will evaluate applications on program quality and feasibility, organizational capacity, ability to achieve objectives, budget reasonableness, monitoring and evaluation plans, and sustainability.
The funding falls under CFDA 19.345, International Programs to Support Democracy, Human Rights and Labor.
Synopsis
The U.S. Department of State, Bureau of Democracy, Human Rights, and Labor announces an open competition for proposals for programs that investigate how perpetrators of transnational repression infiltrate diaspora communities using faith based or quasi government organizations to target individuals and groups across borders and exploit governmental and quasi governmental bodies and mechanisms. The program would then translate findings into immediately actionable options for individuals, organizations, governments and international bodies to mitigate risk and end these practices.
