About this opportunity

The Department of State Bureau of Counterterrorism is soliciting cooperative agreement applications to support law enforcement in countering online recruitment by U.S.-designated foreign terrorist organizations, with applications due July 27, 2026 at 5:00 P.M. Washington, D.C. time.

Eligible applicants include not-for-profit organizations (including think tanks and civil society/non-governmental organizations), public and private educational institutions, for-profit organizations, public international organizations, and governmental institutions. All applicants must obtain a Unique Entity Identifier and maintain active registration in SAM.gov. Cost sharing is encouraged but not required.

Total available funding is $4,933,399.00 for at least one award, with individual award amounts up to $4,933,399.00. The project performance period is 2–3 years (up to 36 months), with an anticipated program start date of September 30, 2026 or earlier. Funding derives from FY25/26 Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) funds.

Applicants must develop and implement innovative approaches to counter terrorist exploitation of digital technologies through technical assistance to law enforcement entities in participant countries on identifying, investigating, and prosecuting online foreign terrorist organization cases. Proposed activities must include investigative, prosecutorial, and information-sharing skill-building; a digital literacy education component for youth in vulnerable communities; industry engagement; and a citizen reporting element coordinated with law enforcement. Applicants must propose specific locations with tailored approaches and justifications.

The selected implementer will work with substantial U.S. government involvement, meeting monthly with the Bureau of Counterterrorism and obtaining approval on beneficiary selection, workplans, training activities, major programmatic decisions, personnel changes, and media participation. Applications are evaluated on quality and feasibility of program idea (30 points), organizational capacity and record on previous grants (20 points), program planning and ability to achieve outcomes (15 points), monitoring and evaluation (15 points), budget (10 points), and sustainability (10 points). The opportunity is assigned to CFDA 19.701, Global Counterterrorism Programs.

Synopsis

U.S.-designated foreign terrorist organizations (FTOs), including jihadist networks, drug cartels, and individual extremists, continue to act on violent ideations and inspire others globally. Recruitment efforts are increasingly digital, thus making counterterrorism investigations more complex across borders. Furthermore, emerging technology, such as generative artificial intelligence (AI), are enhancing recruitment effectiveness with target populations. The U.S. Department of State, Bureau of Counterterrorism, announces this notice of funding opportunity (NOFO) to support law enforcement in countering U.S.-designated FTO online recruitment, pending the availability of funds.
