About this opportunity

The Department of State Bureau of Counterterrorism is soliciting applications for a cooperative agreement to strengthen Iraq's anti-money laundering and countering the financing of terrorism regime through training and technical assistance, with an application deadline of July 17, 2026. The award is a single grant of $2.91 million with a 24-month or less performance period, anticipated to begin September 30, 2026. Eligible applicants include not-for-profit organizations, educational institutions, for-profit organizations, and public international organizations. No cost share is required.

The program targets four primary outcomes: enacting and implementing FATF-compliant laws and regulations; improving investigation, prosecution, and disruption of terrorist financing through interagency coordination; strengthening financial intelligence collection and analysis; and enhancing public and private sector AML/CFT compliance. Work is performed in Iraq. Applicants must demonstrate organizational capacity, develop detailed performance monitoring plans incorporating at least three relevant counterterrorism indicators with at least one outcome-level indicator, and include sustainability strategies such as train-the-trainer models and curriculum integration. All applications require a logic model documenting inputs, activities, outputs, and outcomes aligned to stated program objectives.

The Bureau of Counterterrorism maintains substantial involvement throughout implementation, including review and approval of training curricula, equipment specifications, key personnel, and program modifications. Funding is available under CFDA 19.701, Global Counterterrorism Programs, supported by FY25/26 Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) funds. All applications must be submitted electronically through Grants.gov or MyGrants. Applicants must maintain active SAM.gov registration with a Unique Entity Identifier, pass Leahy Law vetting for all Iraqi security forces personnel, comply with trafficking in persons standards for awards exceeding $500,000, and refrain from using FASC-prohibited unmanned aircraft systems.

Synopsis

The Department of State's Bureau of Counterterrorism (CT) announces this funding opportunity to strengthen Iraq's anti-money laundering and countering the financing of terrorism (AML/CFT) regime through targeted training and technical assistance. This program should deliver concrete returns for American taxpayers by disrupting the financial networks of Iran, its proxy groups, and other U.S.-designated foreign terrorist organizations (FTOs), which exploit Iraq's financial system to fund destabilizing activities and attacks against U.S. facilities, personnel, and interests in the region.
