About this opportunity
The Department of State's Bureau of Counterterrorism is seeking a cooperative agreement recipient to develop skills and techniques for identifying, preventing, and countering ISIS ideology among Iraqis returning from northeast Syria, specifically targeting staff at the Al Amal Rehabilitation Center, local service providers, and Government of Iraq personnel. The primary objective is to mitigate potential terrorist recruitment and prevent the reemergence of ISIS, with a focus on developing capacity to recognize and address radicalization signs among returnees, including children and adolescents from al-Hol and Roj displaced persons camps. Applicants will be evaluated based on organizational capacity, key personnel experience, and their ability to create a comprehensive performance monitoring plan that includes at least three counterterrorism indicators. The grant opportunity, part of the Global Counterterrorism Programs (CFDA 19.701), requires a 12-page proposal with specific guidelines for key personnel sections and contingency plans. The application deadline is August 4, 2025, at 11:59 p.m. EST, with submissions to be made through Grants.gov.
The cooperative agreement will provide up to $986,500 for a 24-month program, with an anticipated start date of October 1, 2025, and project completion by December 2027. Eligible applicants include non-profit organizations, educational institutions, for-profit organizations, and public international organizations. The place of performance will be in Iraq, specifically at the Al Amal Rehabilitation Center and local governorates where returnees are being resettled. The program aims to align with the Counterterrorism Functional Bureau Strategy goals of diminishing violent extremist radicalization and building partner governments' capacity to counter violent extremism. Successful applicants will be expected to develop training and tools that help service workers effectively identify and reintegrate individuals at risk of maintaining ISIS ideological connections.
Synopsis
Iraqis returning from northeast Syria (NES) via Al Amal Rehabilitation Center, formerly known as Jeddah-1 or J1, in the coming year are likely to include a larger proportion of individuals who subscribe to some degree of ISIS ideology, including children and adolescents who have grown up in the al Hol and Roj displaced persons camps. Administrators at Al Amal, service providers in local communities, and Government of Iraq (GOI) personnel need assistance in developing the necessary skill sets and techniques to effectively identify, prevent, and counter ISIS ideology among returnees from NES to prevent the reemergence of ISIS and mitigate potential attacks on the U.S. homeland and U.S. persons and facilities overseas.
