About this opportunity
The U.S. Department of Agriculture Foreign Agricultural Service (USDA/FAS) is soliciting applications to design and deliver a one- to two-week training program promoting U.S. distilled spirits exports to Uzbekistan. The selected institution must develop and implement comprehensive training for nine mid- to senior-level Uzbek private sector participants involved in importation, marketing, and sales of distilled spirits, with curriculum covering U.S. alcoholic beverage regulations, production standards, bourbon and whiskey products, and industry partnerships. Eligible applicants are state cooperative institutions, colleges, and universities within the United States with active SAM.gov registration. Evaluation will be based on technical expertise (30 points), international training experience (10 points), training plan quality (40 points), budget reasonableness (15 points), and overall submission quality (5 points). The application deadline is May 14, 2026 at 11:59 PM Eastern Daylight Time, with questions due by May 6, 2026.
The total federal funding available is $115,000 with one anticipated award, structured as a cost-reimbursable agreement with indirect costs capped at 10% of direct costs. The host institution must propose and implement the training at U.S. locations of its choosing, while providing ground transportation, domestic airfare, lodging in single occupancy, per diem allowances, and travel insurance for all nine participants. USDA/FAS will manage participant recruitment and visa support, while assigning a U.S. Embassy staff member from Tashkent to accompany participants throughout the program. Post-award requirements include pre- and post-training questionnaires, individual action plans, training evaluations, and final performance and financial reports due 120 days after program completion.
