About this opportunity
The Department of Health and Human Services Substance Abuse and Mental Health Services Administration is soliciting cooperative agreement applications from states to develop Certified Community Behavioral Health Clinic (CCBHC) planning and certification systems, with applications due August 17, 2026. Eligible applicants are limited to state entities.
The program supports three core activities: developing and implementing certification systems for CCBHCs, establishing Prospective Payment Systems for Medicaid reimbursable behavioral health services, and preparing applications to participate in a four-year Section 223 CCBHC Demonstration program. Funded states will create frameworks to expand access to integrated behavioral health and substance use disorder services, particularly for individuals with serious mental illness, serious emotional disturbance, and co-occurring conditions.
Applications undergo peer review by SAMHSA reviewers; awards over $150,000 require National Advisory Council review and SAMHSA Administrator approval. Decisions incorporate peer reviewer assessment of application strengths and weaknesses, fund availability, and equitable geographic distribution across urban, rural, and remote settings. Nonfederal entities expending $750,000 or more annually in federal awards must undergo single or program-specific audit. Records must be retained for at least three years, with SAMHSA retaining the right to disallow costs and recover funds based on audit findings.
The program operates under CFDA 93.829, Section 223 Demonstration Programs to Improve Community Mental Health Services, authorizing community-based behavioral health demonstration programs under section 223 of the Protecting Access to Medicare Act of 2014. Recent demonstration cohorts have included Minnesota, Missouri, New York, New Jersey, Nevada, Oklahoma, Oregon, and Pennsylvania, selected from planning grant awardees that submitted demonstration proposals.
Synopsis
The purpose of the CCBHC State Planning Grants is to support states in: developing and implementing certification systems for CCBHCs; establishing Prospective Payment Systems (PPS) for Medicaid reimbursable behavioral health services; and preparing an application to participate in a four-year Section 223 CCBHC Demonstration program.
