About this opportunity

The U.S. Geological Survey Southwest Biological Science Center is seeking a partner through the Colorado Plateau Cooperative Ecosystem Studies Unit (CESU) to develop a reclamation sciences program supporting energy development and critical minerals extraction in arid western landscapes. The program must focus on three primary objectives: surveying and analyzing reclamation outcomes through field studies and literature synthesis; developing decision-support tools and maps to improve reclamation efficiency; and communicating research insights to stakeholders including industry partners. Applicants must address land management challenges following oil, gas, mineral development, and other land-disturbing activities and demonstrate alignment with Executive Order 14154 and Secretarial Orders 3418 and 3436. Evaluation will prioritize alignment with federal energy and minerals priorities (30 points), effectiveness of the approach using reclamation studies and literature (25 points), budget reasonableness (20 points), and applicant qualifications (25 points). Applications must be submitted through Grants.gov by May 30, 2026, with required materials including technical narrative, detailed five-year budget narrative, Data Management Plan, biographical sketches for senior personnel, and current and pending support disclosures.

The total estimated funding is $475,000 over five years, with $250,000 available in Budget Year 1 and subsequent annual funding contingent upon satisfactory progress. The indirect cost rate for CESU projects is negotiated at 17.5%, and award recipients must submit annual progress reports within 90 days of each agreement anniversary and a final technical report 120 days after project completion. Only entities that are participating partners of the Colorado Plateau CESU are eligible to apply. Performance will primarily occur in arid regions of the Colorado Plateau and surrounding western landscapes where oil, gas, and mineral development activities require reclamation management solutions.

Synopsis

The U.S. Geological Survey (USGS) Southwest Biological Science Center (SBSC) seeks to provide financial assistance to help build a program focusing on reclamation sciences to support energy development, critical minerals, and streamlining regulation. This program should identify opportunities to improve outcomes and efficiency of reclamation through (1) surveys of reclamation outcomes, analysis of existing experiments, and literature synthesis; (2) developing tools and maps to support reclamation; and (3) communicating new insights to stakeholders, including industry partners. There are currently significant challenges for management of lands following oil, gas, and mineral development, and other land disturbing activities in arid landscapes.
