About this opportunity
The U.S. Geological Survey is soliciting applications for one cooperative agreement to fund cisco restoration research in Lakes Huron and Erie with an application deadline of November 14, 2026 at 11:59 PM Eastern Time. Eligible applicants must be participating partners of the Great Lakes-Northern Forest Cooperative Ecosystem Studies Unit (CESU); no other applicant types are eligible. No cost sharing is required.
The award ceiling and floor are $485,000 and $1, respectively, with one cooperative agreement anticipated. Budget Year 1 provides $247,379.58, with additional funding for Budget Year 2 contingent on satisfactory progress. The project runs from January 1, 2027 through December 31, 2028. Work is performed at USGS facilities and in the Great Lakes region.
The project comprises two components: hiring a structured decision-making expert to convene two workshops assisting fishery managers in developing a cisco restoration plan and evaluating uncertainties in Lake Erie restoration strategies, and hiring a scientist to conduct wet-lab experiments at USGS to determine optimal environmental conditions (water temperature and light levels during embryo incubation) for artificial rearing of cisco for reintroduction.
Applications must be submitted through Grants.gov using Standard Form 424, SF-424A, and include a Project Abstract Summary, biographical sketches for senior/key personnel, Current and Pending Support disclosures, project narrative, budget narrative with annual breakdowns, data management plan, and conflict of interest/overlap disclosures. Indirect cost rates are capped at 17.5% for CESU awards.
Merit review evaluates proposals on Purpose/Objectives/Relevance (30 points), Technical Approach (25 points), Budget Justification (20 points), and Qualifications/Experience/Past Performance (25 points). Recipients must publish peer-reviewed research with USGS co-authorship, acknowledge USGS support in all publications, and comply with federal geospatial data standards and 2 CFR 200. The program is CFDA 15.808 (U.S. Geological Survey Research and Data Collection).
Synopsis
The U.S. Geological Survey (USGS) is offering a funding opportunity to a CESU partner for research that supports cisco restoration priorities in Lakes Huron and Erie by hiring a structured decision-making expert and convening a structured decision-making workshop to help fisheries managers develop a restoration plan and by hiring a scientist to conduct experiments to determine what environmental conditions can lead to the highest quality cisco that can be produced in hatcheries for reintroduction.
Eligibility
This financial assistance opportunity is being issued under a Cooperative Ecosystem Studies Units (CESU) Program. CESU's are partnerships that provide research, technical assistance, and education.
