About this opportunity
The U.S. Geological Survey (USGS) is soliciting applications for a cooperative agreement to develop an enhanced gene expression panel that differentiates stressors affecting population and ecosystem health, with applications due November 14, 2026 at 11:59 PM ET. Eligibility is restricted to participating partners of the Californian Cooperative Ecosystem Studies Unit (CESU), and the single anticipated award carries a $35,000 ceiling. No cost share is required, and the award floor is $1.
Budget Year 1 funding is $7,000, with Budget Years 2 through 5 contingent on satisfactory progress and funding availability. The project period runs from January 1, 2027 through December 31, 2032. The CESU negotiated indirect cost rate is 17.5% applied to the Modified Total Direct Cost base. Focal species are Californian sea lions, sea otters, salmon, longfin smelt, mussels, and clams, with work intended to support ecosystem monitoring programs, early warning systems, and ecosystem recovery efforts under Executive Order 14303 and Secretarial Order 3399.
Proposals are scored on purpose, objectives, relevance, and administrative priorities (30 points); technical approach (25 points); budget justification and clarity (20 points); and qualifications, experience, and past performance (25 points). Submissions require SF-424, SF-424A or SF-424C, a project narrative, DOI Research and Development biographical sketches and current and pending support, a Data Management Plan, a project abstract summary, and a budget narrative organized by object class, all through Grants.gov. The abstract summary is limited to one page, approximately 4,000 characters, in 12-point Times New Roman. Geospatial products must meet Federal Geospatial Data Committee standards in open format with feature-level metadata. Recipients must register in SAM.gov before award and comply with current executive orders on government DEI programs. Preapplication coordination is required.
The newest Full Announcement, posted October 27, 2026, keeps the November 14 deadline and names Katherine Calder, Grant Specialist (katherine_calder@ios.doi.gov), as the sole contact; the October 14 version also listed Lizabeth Bowen, Research Ecologist. The assistance listing is CFDA 15.808, U.S. Geological Survey Research and Data Collection. The source names no incumbent recipient.
Synopsis
The USGS is offering a funding opportunity to a CESU partner for research to develop an enhanced gene expression panel with the ability to differentiate among several unique stressors that can potentially affect population and ecosystem health. This research will contribute to the development of ecosystem monitoring programs. Focal species include Californian sea lions, sea otters, salmon, longfin smelt, mussels, and clams. This project directly supports Department of the Interior and Administration priorities related to ecosystem resilience, restoration, public health preparedness, and scientific integrity. Specifically, the proposed work aligns with Executive Order (EO) 14303 - Restoring Gold Standard Science (May 23, 2025); and Secretarial Order (SO) 3399 Department-Wide Approach to the Climate Crisis and Data-Driven Decision-Making. The project will generate actionable scientific information to support management decisions, early warning systems, and ecosystem recovery efforts.
Eligibility
This financial assistance opportunity is being issued under a Cooperative Ecosystem Studies Units (CESU) Program. CESU's are partnerships that provide research, technical assistance, and education. Eligible recipients must be a participating partner of the Californian Cooperative Ecosystem Studies Unit.
