About this opportunity

The Air Force Research Laboratory, Human Effectiveness Directorate (AFRL/RH) and United States Air Force School of Medicine (USAFSAM) are soliciting applications for science and technology research through the Continuing Human Enabling Enhancing Restoring and Sustaining (CHEERS) Multiple Authority Announcement (MAA) with white papers currently accepted and an inactive date of August 22, 2044.

Applicant types are unrestricted. The program operates through three open, two-step solicitations: CHEERS MAA Open Period 1 (Broad Agency Announcement, FA238424S2334), CHEERS MAA Open Period 2 (Procurement for Experimental Purposes, FA238424S2335), and CHEERS MAA Open Period 3 (Commercial Solutions Opening, FA238424S2336). The Commercial Solutions Opening is not grant-eligible. Awards may be issued as grants, cooperative agreements, Other Transactions, or FAR-based contracts. Federally Funded Research and Development Centers may respond as prime or subcontractor only after their sponsoring agency determines the effort falls within the FFRDC's purpose, mission, scope, or special competency, and AFRL determines the work would not place the FFRDC in direct competition with domestic private industry. Foreign-owned firms must notify the contracting officer before submitting.

Research priorities span five technical areas: Aerospace Medicine and Physiology, Public Health and Preventative Medicine, Occupational Medicine and Bioenvironmental Engineering, En Route Care/Expeditionary Medicine/Prolonged Field Care, and Education/Training Technologies. The program seeks short-term (12-month) Studies & Analysis and Research & Development investigations that are not basic research, with emphasis on physiologic assessments of aircrew, musculoskeletal injury prevention, mental health studies, pathogen detection, cancer analysis, occupational health hazards, and medical capabilities for remote environments. Technologies of interest include wearables, data science, artificial intelligence, machine learning, and advanced medical training methodologies. Research is intended to support Air Force and Space Force multi-domain operations and technology maturation from basic research through transition.

Proposals are evaluated on technical merit, including innovative approach, understanding of technical objectives, soundness of technical approach, and potential to transition research to future government needs. Results are categorized as Selectable or Not Selectable. The program is funded under the Air Force Defense Research Sciences Program (CFDA 12.800). Update #1 ·

Eligibility

The following guidance is provided for Federally Funded Research and Development Centers (FFRDCs) contemplating submitting a proposal in response to a solicitation, as either a prime or subcontractor. FAR 35.107-1(c)(4) prohibits an FFRDC from competing with any non-FFRDC concern in response to a Federal agency request for proposal for other than the operation of an FFRDC (with exceptions stated in DFARS 235.017-1(c)(4)). There is no regulation prohibiting an FFRDC from responding to a solicitation issued under this MAA. However, the FFRDC's sponsoring agency must first make a determination that the effort being proposed falls within the purpose, mission, general scope of effort, or special competency of the FFRDC, and that determination must be included in the FFRDC's proposal. In addition, AFRL must make a determination that the work proposed would not place the FFRDC in direct competition with domestic private industry. Only after these determinations are made, would a determination be made concerning the FFRDC's eligibility to receive an award. Notice to Foreign-Owned Firms: Such firms are asked to immediately notify the Contracting Officer identified in the solicitation before deciding to respond. Foreign contractors should be award that restrictions might apply which could preclude their participation.
