About this opportunity

The Department of Health and Human Services Substance Abuse and Mental Health Services Administration (SAMHSA) is seeking applications for Congressionally Directed Spending (CDS) Projects in its Fiscal Year 2024 Appropriation. The CDS projects align with SAMHSA's mission to promote mental health, prevent substance misuse, and provide treatments and supports to foster recovery. Eligible applicants are organizations that received CDS project funding amounts in the joint explanatory statement accompanying the Further Consolidated Appropriations Act of 2024. Applications are due by June 21, 2024, and SAMHSA will review submissions for completeness and compliance prior to making awards. Reporting requirements include a final progress report and financial report within 120 days of the project end.

The total award amount for the CDS projects exceeds $70 million, with specific funding amounts listed for each eligible recipient organization in Appendix B of the NOFO. The period of performance for the CDS projects is one year, from September 30, 2024 to September 29, 2025. Recipients are expected to fully implement the projects as approved by Congress.

Synopsis

CDS projects align with SAMHSA's mission to lead public health and service delivery efforts that promote mental health, prevent substance misuse, and provide treatments and supports to foster recovery while ensuring equitable access and better outcomes. Recipients are expected to fully implement the projects that were approved by Congress. With this program, SAMHSA aims to award resources enacted in the FY 2024 Further Consolidated Appropriation Act.
