About this opportunity
The Competitive Highway Bridge Program (CHBP) is a discretionary grant program administered by the Federal Highway Administration (FHWA) that provides funding for highway bridge replacement or rehabilitation projects on public roads. The program targets states with population density under 115 individuals per square mile and less than 26% of bridges in good condition or over 5.2% in poor condition. Eligible applicants are state departments of transportation in Alaska, Arkansas, Iowa, Kansas, Kentucky, Louisiana, Maine, Mississippi, Missouri, Montana, Nebraska, North Dakota, Oklahoma, South Dakota, Utah, West Virginia, Wisconsin, and Wyoming. The program requires projects to demonstrate cost savings through bundling multiple bridge projects, with the mandatory construction phase potentially including environmental clearance, preliminary engineering, and final design. Applications are due by August 4, 2025, through Grants.gov.
The CHBP has up to $250 million in annual funding, with no minimum or maximum award size and approximately 30 anticipated federal awards. States with over 14% of bridges in poor condition (Iowa, Maine, South Dakota, and West Virginia) are eligible to receive no less than $32.5 million each. The federal share is generally up to 80% (90% for Interstate System bridges), with sliding scale rates allowing up to 95% for certain states. Funds must be obligated by September 30, 2027 (FY 2024 funds) or September 30, 2028 (FY 2025 funds), and the general fund portion expended by September 30, 2032 and September 30, 2033, respectively.
