About this opportunity

The Department of Health and Human Services Administration for Children and Families seeks applicants for one cooperative agreement to provide training and technical assistance to tribal Community Services Block Grant recipients, with applications due August 24, 2026, at 11:59 p.m. Eastern Time. This is a single-award opportunity with a fixed ceiling of $500,000 for the first budget period.

Eligible applicants are CSBG-eligible entities or statewide and local organizations and associations with demonstrated expertise in providing training on addressing the needs of low-income families and communities. Individuals, federal entities, and foreign entities are ineligible. The award supports a three-year project period comprising three one-year budget periods, with an expected start date of September 30, 2026.

The cooperative agreement addresses the absence of tailored training and technical assistance for tribal grant recipients by providing capacity-building support on CSBG oversight, budgeting, financial reporting, internal controls, federal compliance, and the CSBG Tribal Annual Report. Technical assistance will also support community needs assessment, development of CSBG plans reflecting tribal priorities, design and delivery of services aligned with CSBG goals while honoring tribal sovereignty, and facilitation of peer connections among tribal CSBG administrators.

The project operates in two phases: Phase One (months 1–4) requires development of a work plan and identification of additional training needs; Phase Two involves implementation and evaluation of training and technical assistance activities. Deliverables include webinars, training modules, podcasts, toolkits, and resources for the CSBG network. Recipients must track all technical assistance using OCS tracking forms and submit quarterly reports.

Merit review scoring is based on seven criteria worth a combined 120 points, with an additional 10-point bonus for addressing the "A Home for Every Child" initiative. Applications must be submitted through Grants.gov and must not exceed 75 pages for combined narrative files. The Assistance Listing number is 93.569.
