About this opportunity

The Office of Community Services within the Administration for Children and Families is soliciting applications for a cooperative agreement to provide Community Services Block Grant (CSBG) performance management, data collection, and compliance support, with applications due August 24, 2026. This is a single-award opportunity, and only one organization will be selected.

Eligible applicants include CSBG-eligible entities, statewide organizations, or local associations with demonstrated expertise in providing training on methods to address the needs of low-income families and communities. Individuals, federal entities, and foreign entities are ineligible. The broader eligible applicant pool includes higher education institutions (public and private), housing authorities, state and local governments, tribal governments and organizations, special district governments, school districts, for-profit organizations, and 501(c)(3) and non-501(c)(3) nonprofits.

The cooperative agreement provides $650,000 in total program funding over a three-year project period consisting of three one-year budget periods, with the same amount as both the minimum and maximum award for each 12-month period. The expected project start date is September 30, 2026. The recipient must develop comprehensive work plans within the first four months, create training and technical assistance tools and resources including webinars and training modules, conduct quarterly TTA tracking, and submit semiannual performance reports using form ACF-OGM-PPR and semiannual financial reports using form SF-425 FFR.

The cooperative agreement supports CSBG states, territories, tribes, and eligible entities through specialized training and technical assistance focusing on translating data into actionable insights to improve program outcomes and outcomes measurement. The recipient must address performance management, data collection, reporting, and post-monitoring compliance support approaches to remedy non-compliance issues identified during monitoring visits. The program builds on the CSBG Performance Management Framework with emphasis on practical capacity building across the national CSBG network.
