About this opportunity
The Health Resources and Services Administration (HRSA) is distributing non-competitive Community Project Funding/Congressionally Directed Spending (CPF/CDS) grants for non-construction health-related projects with an application deadline of July 6, 2026. Eligibility is strictly limited to organizations specifically identified by Congress in the Consolidated Appropriations Act, 2026 (P.L. 119-75); HRSA has notified designated recipients of their funding amounts and project purposes. No cost share or matching funds are required.
Applicants must request the exact designated funding amount with no flexibility. Awards will be fully funded in Year 1 for a period of performance from September 1, 2026 to August 31, 2027. Funds operate on a drawdown basis as costs are incurred.
Eligible activities include health-related services and training, information technology systems, and movable equipment (defined as items with a useful life exceeding one year and unit cost of $10,000 or more). Equipment must not be fixed or permanently attached to buildings. Prohibited uses are construction, building expansions, major renovations, and fixed equipment installations.
Applications submitted through Grants.gov must include a project narrative (1–3 pages), budget narrative (1–3 pages), work plan, staffing plan with job descriptions, biographical sketches for key personnel, agreements with partner entities, organizational chart, and equipment list if applicable. All standard federal forms (SF-424, SF-424A, Project Abstract Summary Form, Lobbying Certification) are required. Applicants must maintain active registrations with SAM.gov and Grants.gov.
Salary caps are limited to $228,000 as of January 2026, and indirect costs for training grants are capped at 8% of modified total direct costs. Recipients must comply with 2 CFR Parts 200 and 300, HHS Grants Policy Statement, and federal antidiscrimination laws. Post-award reporting includes semi-annual progress reports, final reports due 120 days after performance ends, Federal Financial Reports (SF-425), and cybersecurity plans modeled after the NIST Cybersecurity Framework. The Assistance Listing number is 93.493.
