About this opportunity
The Health Resources and Services Administration is soliciting applications for Community Project Funding/Congressionally Directed Spending (CPF/CDS) construction grants with an application due date of July 6, 2026, and expects awards by September 1, 2026. This is a non-competitive program limited to organizations specifically identified by Congress, with Congress having designated the recipient, funding amount, and project purpose for each award; applicants may not request more or less than their designated funding amount. No cost-sharing or matching funds are required. Eligible projects include construction and renovation of health care and other facilities (including fixed equipment installation such as HVAC systems and electrical upgrades), design-only projects covering planning and architectural or engineering costs, and moveable equipment purchases with useful life exceeding one year. Unallowable costs include operating costs, staff salaries not directly related to project implementation, Electronic Health Records maintenance, and creation of shell space. Recipients may request reimbursement for pre-award costs incurred within 90 days prior to the February 3, 2026 enactment date. The performance period runs three years from September 1, 2026, to August 31, 2029. Applications must include a project narrative (3–7 pages), budget narrative (1–3 pages), Budget Information for Construction Programs (SF-424C), Environmental Information Document checklist, floor plans and site plans, property information documentation, Application for Federal Assistance (SF-424), and Project Abstract Summary Form. Recipients must comply with National Environmental Policy Act and National Historic Preservation Act requirements, file Notices of Federal Interest for applicable projects, maintain federal interest in real property, and submit semi-annual progress reports and final reports within 120 days of project completion. The program operates under CFDA 93.493 (Congressional Directives).
