About this opportunity
The Department of Energy's Office of Environmental Management (DOE-EM) is seeking applications for its 2023 Community Capacity Building Grant Program (CCBGP). This funding opportunity aims to build capacity in disadvantaged communities located near DOE-EM cleanup sites through projects focused on education, infrastructure, reindustrialization, and community engagement/outreach. Eligible applicants include tribal organizations, higher education institutions, local governments, nonprofits, and federally recognized tribes. Applications will be evaluated based on community benefits, team qualifications, and budget. Key dates include a January 25, 2024 concept paper deadline and an April 30, 2024 full application due date.
The DOE-EM CCBGP has an estimated total funding of $19,044,000 and will award individual grants ranging from $500,000 to $2,000,000 with project periods of 12 to 36 months. Funded projects must serve disadvantaged communities within specified jurisdictions proximate to DOE-EM cleanup activities.

Amendment 01 to the FOA has been posted highlighting the submission date for full applications. -
**THIS IS A TWO-STEP FUNDING OPPORTUNITY ANNOUNCEMENT** CONCEPT PAPER DUE DATE AND TIME: JANUARY 25, 2024, AT 5:00 PM ET. This is the FINAL Funding Opportunity Announcement (FOA) for the Department of Energy, Environmental Management (DOE-EM) Community Capacity Building Grant Program (CCBGP).
The DOE-EM CCBGP was established by the Consolidated Appropriations Act, 2023. The goal of the CCBGP is to reinvest in disadvantaged communities that have been affected by decades of nuclear defense research and environmental cleanup efforts. Residents in these communities may have been adversely and/or disproportionately affected by environmental, climate, and human health policy outcomes. The CCBGP provides resources to communities not benefitting from the significant economic activities generated by the DOE-EM cleanup program.
The CCBGP objectives are focused on strengthening relationships with local communities by supporting projects that serve community and economic development goals, promote revitalization efforts, and promote inclusive community engagement practices. EM views capacity building as a long-term, continuous process that promotes engagement, enhances collaboration, and fosters development of a common vision for the future.
Questions pertaining to the FOA shall be submitted in writing to the CCBGP email address at CCBGP-FOA@emcbc.doe.gov.
