About this opportunity
The Substance Abuse and Mental Health Services Administration (SAMHSA) is soliciting applications for cooperative agreements to fund comprehensive community mental health services for children, youth, and young adults birth through age 21 with serious emotional disturbance, with no application due date specified in this forecast.
Eligibility is statutorily limited to state governments (including the District of Columbia, U.S. territories, and freely associated states); county, city, and town governments; and federally recognized Indian tribes and tribal organizations as defined in the Indian Self-Determination and Education Assistance Act. No cost share or match is required.
Awards fund up to 6 years of performance. The program prioritizes collaborative, family-centered service delivery across child-serving systems—child welfare, juvenile justice, education, and primary care. Each child must receive an individualized service plan developed with family participation and assigned a designated case manager. Services are trauma-informed, culturally responsive, and emphasize intensive home and community-based alternatives to restrictive settings. Activities must include infrastructure development, evidence-based mental health and recovery support services, care coordination, crisis stabilization, wraparound services, and family engagement. Applicants must demonstrate commitment to developing continued funding support beyond the grant period.
Review criteria weight the potential significance and appropriateness of proposed goals; adequacy of approach and activities; applicant readiness and commitment; family participation in system development; capability and experience of key staff; adequacy of resources; budget reasonableness; cooperation in evaluation; and evidence of sustainability planning. Award decisions consider proposal quality and fund availability, with final awards subject to Center for Mental Health Services National Advisory Council concurrence.
This opportunity is funded under CFDA 93.104 (Comprehensive Community Mental Health Services for Children with Serious Emotional Disturbances). Payments are made via electronic transfer.
