About this opportunity
The Air Force Research Laboratory, Human Effectiveness Directorate and United States Air Force School of Aerospace Medicine are soliciting white papers through September 30, 2027, for research under the Continuing Enabling, Enhancing, Restoring and Sustaining (CHEERS) Multiple Authority Announcement across all technical areas. This solicitation is limited to efforts meeting 10 USC 4023 requirements for experimental or test purposes in developing ordnance, signal, chemical activity, transportation, energy, medical, spaceflight, telecommunications, and aeronautical supplies for national defense. Applicants are unrestricted.
Total awards under this open period will not exceed $499.87 million. The Air Force anticipates multiple awards but reserves the right to award zero, one, or more contracts based on offeror performance and funding availability. Funding instruments include contracts, IDIQs, and awards under various U.S.C. authorities.
This is a two-step process. White papers must not exceed five pages and must be submitted in Word format to AFRL.711HPW.MAA@us.af.mil. Offerors will receive email confirmation of white paper receipt. The government employs a notional 180-day review period. White papers meeting Air Force needs will result in invitation to submit full technical and cost proposals. The government reserves the right to review white papers and proposals and potentially award some, all, or none without negotiation, though it may negotiate with selected offerors.
Amendment 01, issued November 20, 2025, revised provisions and clauses. Detailed technical areas, cost accounting requirements, and additional attachments are contained in the related Multiple Authority Announcement FA238424S2233. Applicants must consult that notice for Statements of Objectives, the CHEERS Industry Guide, and Science and Technology Protection Appendices.
