Applicants are unrestricted. No cost sharing is required. White papers are limited to 5 pages in Word format, and offerors may submit multiple white papers, each with a unique technical approach. The government will review white papers within approximately 180 days and may request full technical and cost proposals from those meeting Air Force needs. This solicitation operates under Amendment 01, dated November 20, 2025. Award decisions are based on competitive selection resulting from peer and scientific review.
