About this opportunity
The Federal Aviation Administration is soliciting cooperative agreement applications for the Center of Excellence for Alternative Jet Fuels and Environment with a due date of September 30, 2027; eligibility is strictly limited to the 16 member universities of ASCENT (the Aviation Sustainability Center), co-led by Washington State University and the Massachusetts Institute of Technology, and all funded research must be matched 100 percent dollar-for-dollar by the member university.
Applicants must be current members of the Center of Excellence evidenced by an active Cooperative Agreement with the FAA Centers of Excellence Program Office; proposals from non-member institutions will be rejected. The AJFE mission focuses on creating a cost-sharing partnership among academia, industry, and government to conduct research on alternative jet fuels, aircraft noise mitigation, and aviation emissions reduction.
Proposals are evaluated against four equally weighted mandatory criteria: Intrinsic Value—likelihood of new discoveries or fundamental advances with substantial impact on aviation-related science or engineering; Relevance to FAA Mission—logical connection and probable application to civil aviation growth; Technical Soundness—quality of approach using established scientific principles to reach definable goals; and Research Performance Competence—organizational capability and personnel qualifications, with principal investigators expected to demonstrate established reputation through publications, patents, or conference contributions. Proposals failing to meet any criterion may be deemed ineligible.
The FAA requires at least six months for evaluation and selection after the application close date. Cooperative agreements are multi-year with possible no-cost extensions and renewal throughout a typical ten-year center term upon successful phase completion. Place of performance aligns with member institution locations. Proposals must be submitted using OMB Form 4040-0001. The CFDA number is 20.109. Contact Patricia Watts (609-485-5043, patricia.watts@faa.gov) for grant administration questions or James Hileman (202-493-4293, james.hileman@faa.gov) for program-specific inquiries.
