About this opportunity

The Department of Housing and Urban Development is seeking competitive grant applications from Public Housing Authorities (PHAs) in receivership, designated as troubled or substandard, or otherwise classified as at-risk to support capital improvements for public housing asset modernization. Eligible applicants must address two core objectives: improving the physical condition of public housing to ensure safe, accessible, and decent housing for residents, and increasing occupancy while reducing long-term vacancies through strategic capital investment. Applications must include a completed SF-424 form, HUD-424B certifications, Form HUD-50075.1 budget documentation, and a maximum six-page narrative response demonstrating soundness of approach. Merit review will be based on four rating factors: PHA status (20 points), need assessment through physical condition and occupancy metrics (30 points), soundness of approach including budget and applicant capacity (45 points), and past performance and compliance (5 points). All activities must comply with 24 CFR Part 905 Capital Fund regulations, and funding cannot support Rental Assistance Demonstration projects or Section 18 conversions. Electronic submission through Grants.gov is mandatory unless a waiver is approved at least 15 days before the April 28, 2026 deadline, with an anticipated award date of July 25, 2026.

Approximately $11.5 million in competitive grant funding is available, with individual awards ranging from $250,000 to $3 million and approximately five awards expected. The performance period for funded projects will extend 48 months, concluding on July 25, 2030. No cost sharing or matching is required from applicants. Capital improvements will be executed at the applicants' respective public housing developments, with all expenditures subject to HUD audit requirements and compliance with 2 CFR 200 and 24 CFR 905 regulations.

Synopsis

$11,500,000 shall be to support the costs of administrative and judicial receiverships and for competitive grants to PHAs in receivership, designated troubled or substandard, or otherwise at risk, as determined by the Secretary, for costs associated with public housing asset improvement, in addition to other amounts for that purpose provided under any heading under this title.
