About this opportunity

The U.S. Department of Housing and Urban Development (HUD) is offering a federal grant opportunity for the Capital Fund High Risk/Receivership/Substandard/Troubled Program. This funding aims to provide up to $12.5 million to support the costs of administrative and judicial receiverships, and competitive grants to Public Housing Agencies (PHAs) that are in receivership, designated as troubled or substandard, or otherwise at high risk. Eligible activities include improving the physical condition of public housing and increasing occupancy/reducing long-term vacancies through capital investment and affirmative marketing. PHAs must submit one application for a single Asset Management Project (AMP) and demonstrate how the funding will improve that AMP's physical condition and management. HUD will evaluate applications based on factors such as PHA status, need of the AMP, soundness of the applicant's approach, and past performance. The application deadline is September 9, 2024.

HUD expects to make approximately 5 awards, with a minimum award of $250,000 and a maximum of $3 million per project period. The period of performance is 48 months. This program is authorized under the Consolidated Appropriations Act, 2024 and is assigned to the Lead-Based Paint Capital Fund Program (CFDA 14.888).
