About this opportunity
The Department of State's Bureau of Democracy, Human Rights, and Labor (DRL) is seeking Statements of Interest (SOIs) from organizations interested in implementing programs to counter human rights abuses and promote democratic norms and values in the People's Republic of China (PRC). The funding opportunity has two categories: 1) Freedom of Expression and Access to Information, and 2) Human Rights, Rule of Law, and Labor Rights. Eligible applicants include U.S. and foreign-based non-profits, public international organizations, higher education institutions, and for-profit entities, though DRL prefers working with non-profits. SOI submissions must include completed SF-424 and SF-424B forms and a three-page program statement. Applications are due by January 16, 2025, at 11:59 PM EST through either MyGrants or Grants.gov. The review process evaluates SOIs based on program quality, planning ability, institutional capacity, and commitment to equal participation.
Funding requests should be between $500,000 and $1,500,000, and programs should focus on objectives like empowering human rights defenders, countering CCP censorship and propaganda, promoting government accountability, strengthening independent journalism, and addressing forced labor issues. DRL particularly encourages new approaches and programs that promote inclusive societies while ensuring broad impact beyond small participant groups.

To provide more clarity on the NOFO, please see the below information: • What is the permitted period of performance for SOIs? - 18-36 months • Will DRL consider SOIs for programs less than the identified funding floor of $500,000? - DRL is not able to consider funding for proposed programs amounting to less than $500,000. However, DRL will consider joint applications by groups applying as a consortium where their respective subawards are for less than $500,000. However, for these SOIs to be considered, a single lead applicant who will assume overall liability for the full program amount of at least $500,000 must be identified. • Applicants may submit a total of two SOIs in response to this RSOI under any theme, but the proposed programs and activities in each SOI must be unique and distinct. - The Bureau of Democracy, Human Rights, and Labor (DRL) seeks Statements of Interest (SOIs) from organizations interested in implementing programs to counter human rights abuses and promote democratic norms and values in the People's Republic of China (PRC).
