About this opportunity

The Department of Energy's Office of Science (SC) invites applications for Building EPSCoR-State/National Laboratory Partnerships, which supports fundamental, early-stage energy research collaborations between academic institutions in eligible EPSCoR jurisdictions and DOE National Laboratories. Applicants must be domestic organizations located in 28 designated states and territories, with academic institutions serving as lead or team members, and must include undergraduate students, graduate students, or postdoctoral fellows as active research participants. Research must align with DOE Office of Science programs (Advanced Scientific Computing Research, Basic Energy Sciences, Biological and Environmental Research, Fusion Energy Sciences, High Energy Physics, Nuclear Physics, and Isotope R&D) or Applied Energy Offices (Cybersecurity, Electricity, Environmental Management, Critical Minerals, Hydrocarbons/Geothermal, and Nuclear Energy). Applications will be evaluated based on scientific merit, appropriateness of methodology, personnel competency and resources, budget reasonableness, data management plans, likelihood of successful collaboration with national laboratory partners, and consideration of program policy factors including balance across research areas and opportunities for early-career researchers. Pre-applications are due March 18, 2026, with DOE providing feedback by April 8, 2026, and full applications are due May 21, 2026, at 11:59 PM Eastern Time through Grants.gov.

The program anticipates $35 million in total funding supporting 30-35 awards of approximately $1 million each over four-year project periods, with annual budgets ranging from $150,000 to $250,000 per year. Budget periods will begin August 1, 2026, with the first period ending January 31, 2028, followed by three additional 10-month periods. All research must be performed either in an EPSCoR jurisdiction or at a DOE National Laboratory, with each institution limited to two submissions per program area.

Update #2 · Latest ·

The DOE SC Established Program to Stimulate Competitive Research (EPSCoR) hereby announces its interest in receiving applications for Building EPSCoR-State/DOE-National Laboratory Partnerships. These partnerships advance understanding of the physical world by supporting fundamental, early-stage energy research collaborations with the DOE National Laboratories. (Information on the DOE National Laboratories including links to websites can be found at https://www.energy.gov/about-national-labs.) Participation by undergraduate students, graduate students, or postdoctoral fellows is required. Early career faculty from EPSCoR jurisdictions are encouraged to apply. Utilization of DOE user facilities is encouraged. (Information on the SC User Facilities can be found at https://science.osti.gov/User-Facilities/User-Facilities-at-a-Glance; information on the DOE Office of Nuclear Energy user facilities can be found at https://nsuf.inl.gov).

DOE EPSCoR follows NSF EPSCoR Program eligibility determinations. As a result, and in accordance with 2 CFR 910.126, competition, eligibility for award is restricted. Domestic applicants except nonprofit organizations described in section 501(c)(4) of the Internal Revenue Code of 1986 that engaged in lobbying activities after December 31, 1995, that are within the following jurisdictions will be eligible to apply under this NOFO: Alabama, Alaska, Arkansas, Delaware, Guam, Hawaii, Idaho, Iowa, Kansas, Kentucky, Louisiana, Maine, Mississippi, Montana, Nebraska, Nevada, New Hampshire, New Mexico, North Dakota, Oklahoma, Puerto Rico, Rhode Island, South Carolina, South Dakota, Vermont, Virgin Islands, West Virginia, and Wyoming.
