About this opportunity

The Bureau of Justice Statistics (BJS) and the FBI are seeking a cooperative agreement for the National Incident-Based Reporting System (NIBRS) Estimation Project Supplement. The primary objective is to develop and test statistical procedures for assessing the quality and completeness of NIBRS crime data, create estimation methods for generating reliable national crime indicators, and establish a semi-automated system for producing annual national, state, and regional crime estimates. Specifically, the project aims to annually evaluate and update estimation and weighting methodologies as the number of law enforcement agencies reporting to NIBRS changes. The opportunity is part of the Special Data Collections and Statistical Studies Federal Grant Program (CFDA 16.734) and is limited to invited applicants. Proposals must be submitted through the Office of Justice Programs Justice Grants System by December 5, 2025.

While specific award amounts are not detailed in the opportunity, the program typically funds cooperative agreements ranging from $300,000 to $4.9 million, with project durations of 2-5 years. The work will be conducted as agencies continue transitioning to NIBRS as the national crime data reporting standard, which became mandatory on January 1, 2021. Funding for this supplemental award will be jointly provided by BJS and the FBI Criminal Justice Information Services Division. The performance location is expected to be at the awardee's research facilities, with the project focusing on developing robust, adaptable statistical methods for nationwide crime data collection and analysis.

Synopsis

As of January 1, 2021, the FBI's National Incident-Based Reporting System (NIBRS) became the law enforcement crime data reporting standard for the nation. BJS and the FBI have partnered on the NIBRS Estimation Project (NIBRS EP) to develop appropriate methods for generating national crime estimates based exclusively on NIBRS data. The goals of the NIBRS EP are to develop and test: (1) statistical procedures that assess the quality and completeness of NIBRS data; (2) estimation procedures for generating reliable and accurate national indicators using NIBRS data; and (3) a semi-automated system for producing national estimates of crime that can be used on an annual basis. The primary goal of funding for the NIBRS EP is to conduct an annual evaluation and update of the developed estimation and weighting methods to generate national, state, and regional crime estimates based on NIBRS data. The annual update will enable BJS and the FBI to adjust the methodology for changes in the data quality and coverage of the NIBRS data over time. The work to adjust and reassess the data is required, as the number of agencies providing data to NIBRS changes annually and will do so for at least the next several years as the NIBRS transition continues across the nation. Funding for this supplemental award will be provided by both BJS and the FBI Criminal Justice Information Services Division.
