About this opportunity

The Bureau of Justice Statistics (BJS), under the Department of Justice Office of Justice Programs, seeks qualified applicants to conduct the Census of Law Enforcement Training Academies (CLETA), a comprehensive 36-month data collection and analysis program. The primary deliverables include development of survey instrumentation, creation of an academy sampling frame, fielding of the census in 2027, and production of cleaned, analyzed raw and final datasets on law enforcement training academies' recruits, curricula, staff, and resources. This cooperative agreement opportunity is open to a broad range of applicants including nonprofits, higher education institutions, governments at all levels, tribal organizations, small businesses, and individuals. The program builds upon five previous CLETA waves conducted since 2002, with the most recent 2022 survey documenting 681 academies training approximately 59,500 recruits annually. Applicants must submit completed applications through the Office of Justice Programs Justice Grants System (JustGrants) by February 12, 2026, with questions or inquiries due prior to that deadline.

Award values for cooperative agreements under the parent Special Data Collections and Statistical Studies program (CFDA 16.734) typically range from approximately $300,000 to $4.9 million, though the specific budget for this CLETA solicitation should be confirmed in the full funding opportunity announcement. The project timeline spans 36 months with primary fieldwork execution scheduled for 2027. Performance of work will generally occur at the awardee's research facilities, with the recipient organization responsible for coordinating with the approximately 681 law enforcement training academies nationwide to collect accurate national statistics on this critical criminal justice system component.

Synopsis

BJS has conducted five waves of data collection with law enforcement training academies and will update that collection with this solicitation. The Census of Law Enforcement Training Academies (CLETA) will provide accurate and timely national statistics about law enforcement academies' recruits, curricula, staff, and resources. This 36-month program includes (1) instrumentation, (2) frame development, (3) fielding the CLETA in 2027 and (4) data cleaning, analysis, and delivery of raw and final datasets. State and local law enforcement training academies are responsible for administering mandatory basic training for newly appointed or elected law enforcement officers as required by federal or state law, depending upon the agency hiring the new officer. These academies are operated by state, county, and municipal agencies as well as universities, colleges, and technical schools. According to the 2018 CLETA, there were 681 academies that provided instruction to 59,500 recruits a year. BJS conducted its first CLETA in 2002 and administered four more waves in 2006, 2013, 2018, and 2022.
