About this opportunity
The Bureau of Justice Statistics seeks applications for supplemental funding and a 12-month extension through December 31, 2027, for the Census of Tribal Law Enforcement Agencies and Census of Tribal Court Systems via cooperative agreement, with a full application due October 20, 2026, at 8:59 p.m. ET. This is an invited-to-apply-only opportunity; NORC is the named incumbent. The award ceiling is $200,000 for a single anticipated award beginning January 1, 2027.
Eligible applicants include educational organizations, nonprofit organizations, and for-profit organizations. No cost share is required. The funding responds to the legislative mandate in the Tribal Law and Order Act of 2010 to establish tribal data collection systems.
The awardee must complete previously approved scope of work while conducting expanded methodological activities: metadata collection and research analyses; data validation and verification; detailed non-response bias analysis and reports; tribal justice data collection implementation report; and detailed metadata analysis reports. The extended period allows staggered fielding of the CTLEA data collection (fall 2026) and CTCS data collection (2027) to minimize burden on tribal justice systems.
Required deliverables include project management documentation, validation and verification technical reports for both CTLEA and CTCS, non-response bias analysis reports, metadata analysis reports, and a best practices technical brief. The awardee must develop and maintain a BJS-approved data management plan and submit semiannual performance reports, quarterly financial reports, and monthly status updates. Applications must include a proposal narrative (not exceeding 20 pages) addressing project need, goals and objectives, design and implementation, organizational capabilities, detailed budgets, and required certifications regarding privacy, human subjects protection, and information security compliance.
