About this opportunity

The Bureau of Justice Assistance within the Department of Justice Office of Justice Programs is soliciting applications to support conviction integrity units (CIUs) and wrongful conviction review (WCR) entities that work to identify, assess, and manage post-conviction claims of innocence. Eligible applicants include state and local governments, tribal organizations, higher education institutions, and nonprofit organizations with demonstrated expertise in criminal justice reform or wrongful conviction review. Applicants must propose activities that strengthen the capacity of CIUs and WCR entities to prevent future errors, identify actual perpetrators, and deliver justice to victims while enhancing overall criminal justice system integrity. The evaluation process will include assessments of applicant eligibility and responsiveness, merit, programmatic soundness, budget appropriateness, and organizational risk. The application deadline is May 8, 2026, with the Notice of Funding Opportunity having been posted on March 27, 2026.

Awards under this program are anticipated to range from approximately $286,000 to $600,000 for project grants and $1.4 million to $2.6 million for cooperative agreements, with performance periods spanning two to three years and budget periods of 12 to 24 months. Services and activities may be performed across multiple states where capital punishment is authorized or where wrongful conviction review entities operate, with recent concentration in Michigan, Pennsylvania, California, Texas, Florida, and Louisiana. Successful applicants will be notified through the JustGrants system, and Authorized Representatives must accept or decline awards within 45 days of notification. All records related to the award must be retained for three years from the date of submission of the final expenditure report.

Synopsis

This NOFO supports conviction integrity units (CIU) and wrongful conviction review (WCR) entities. CIUs enhance criminal justice system integrity. WCR entities represent and review individual cases of post- conviction claims of innocence. The goal of this program is to strengthen the capacity of CIUs and WCR entities and their criminal justice and victims' services partners to more effectively and efficiently identify, assess, and manage post-conviction claims of innocence. Additionally, it aims to prevent future errors, identify and apprehend actual perpetrators of crimes, and deliver justice to victims.
