About this opportunity
The Bureau of Justice Assistance (BJA) within the Department of Justice's Office of Justice Programs is seeking applications for the Strengthening the Medical Examiner-Coroner System Program to address critical capacity challenges in forensic pathology. The grant aims to increase the number of certified forensic pathologists and enhance medicolegal death investigations nationwide, with two primary purpose areas: supporting forensic pathology fellowships and helping medical examiner-coroner offices achieve professional accreditation. Eligible applicants include county governments, state governments, higher education institutions, nonprofits, tribal organizations, and for-profit organizations. The program seeks to mitigate workforce shortages exacerbated by the opioid epidemic and COVID-19 pandemic, with a focus on improving the quality and credibility of death investigations. The application deadline is October 6, 2025, and applicants must submit a BJA Programmatic Coversheet and Checklist detailing potential environmental impacts of proposed activities.
The federal grant opportunity offers potential awards up to $500,000, with the ability to support up to two forensic pathology fellowships and provide resources for professional accreditation. Typical grant periods are three years, running from October 1, 2024, to September 30, 2027. Award amounts historically range between $95,000 and $295,054, with funding available for various entities including county medical examiner offices, state medical examiner offices, and university-affiliated forensic pathology programs. Recipients will be required to maintain financial records and supporting documents for at least three years following the most recent audit, in accordance with 2 CFR 200, Subpart F. Successful applicants will be notified via the DOJ's Justice Grants System (JustGrants) and must electronically accept the grant award.
Synopsis
This program addresses capacity challenges within the Medical Examiner/Coroner (ME/C) system brought on by strict industry caps on the number of autopsies that certified pathologists can perform in a calendar year. This perennial challenge has been exacerbated by extraordinary spikes in opioid-related fatalities and the COVID pandemic. This funding will strengthen the ME/C system by increasing the number of certified forensic pathologists and enhancing the quality of medicolegal death investigations nationwide. Please see the Eligible Applicants section for the eligibility criteria.
