About this opportunity
The Bureau of Justice Assistance (BJA), operating under the Department of Justice Office of Justice Programs, is soliciting applications from state governments for the FY25 Residential Substance Abuse Treatment for State Prisoners Formula Grants Program. This opportunity provides formula grant funding to enhance state, local, and tribal government capabilities in delivering residential substance use disorder (SUD) treatment to adult and juvenile populations during detention or incarceration, supporting evidence-based treatment in correctional facilities, and facilitating community reintegration through aftercare services. Key objectives include establishing and maintaining drug-free correctional facilities, implementing specialized residential treatment for individuals with co-occurring mental health and substance use disorders, and improving continuity of care during reentry. Applications will be evaluated through eligibility and responsiveness reviews, merit-based assessment, programmatic evaluation, budget analysis, and risk assessment. The application deadline is April 25, 2026, with an extended Grants.gov deadline.
Recent awards under this formula grant program have ranged from approximately $118,765 to $3,227,183 for FY2024, with performance periods spanning four years from October 1 through September 30 of the fourth year. Funded activities typically include operating residential treatment units, employing substance abuse counselors and case managers, implementing medication-assisted treatment programs, conducting drug testing, and coordinating community-based aftercare services. All awards are distributed to state governments serving as administering agencies, which then sub-award portions to local correctional facilities, jails, and community-based treatment providers operating throughout their respective states. Recipients must retain all pertinent records for three years from the date of submission of the final expenditure report and comply with audit requirements under 2 CFR 200 Subpart F.
Synopsis
This NOFO provides formula grant funding to enhance the capabilities of state, local, and tribal governments to support residential substance use disorder (SUD) treatment to adult and juvenile populations during detention or incarceration, initiate or continue evidence-based SUD treatment in jails, prepare individuals for reintegration into the community, and assist them and their communities throughout the reentry process by delivering community-based treatment and other recovery aftercare services. This program supports the establishment and maintenance of drug-free prisons and jails and development and implementation of specialized residential SUD treatment for individuals with co-occurring mental health and substance use disorders. This NOFO will increase access to treatment for individuals with substance use or co-occurring substance use and mental health disorders during detention or incarceration and improve continuity of care during and after reentry by delivering community-based treatment and other broad-based aftercare services. This opportunity is only open to State Governments. OJP is committed to advancing work that furthers DOJ's mission to uphold the rule of law, to keep our country safe, and to protect civil rights.
