About this opportunity
The Bureau of Justice Assistance (BJA) within the Department of Justice is seeking applications from state governments for the Paul Coverdell Forensic Science Improvement Formula Grants Program. This grant opportunity aims to enhance the quality, timeliness, and capabilities of forensic science and medical examiner/coroner services across the United States. Eligible state administering agencies (SAAs) can apply for formula funds to support forensic laboratories in addressing challenges such as evidence backlogs, technological upgrades, staff training, and accreditation. BJA will review applications to ensure they are reasonable, understandable, measurable, and achievable, with a focus on meeting statutory requirements. The application deadline is October 27, 2025, and applicants must contact their SAA to determine if the program has been selected for review.
Typical funding ranges for this program have historically been between $294,000 and $2.3 million, with grants supporting equipment purchases, personnel support, and professional development for forensic scientists and medical examiners. The grants can fund various initiatives including scientific instrumentation acquisition, overtime for case processing, laboratory information management systems, and addressing backlogs in disciplines like drug chemistry, toxicology, digital forensics, and latent prints. While the exact award amount will depend on individual state needs and available funding, the program is designed to provide comprehensive support to state and local government forensic laboratories. The place of performance will be at the state-level forensic science facilities, with potential implementation across various forensic science centers and medical examiner offices.
Synopsis
Under the Paul Coverdell Forensic Science Improvements Grant Program, state administering agencies (SAAs) may apply for both formula and competitive funds. This NOFO is ONLY for SAAs applying for formula funds. An applicant seeking to apply for Coverdell competitive funds (consistent with 34 U.S.C. § 10563(a)(2)) that are available to eligible states and units of local government would need to apply separately under BJA's FY25 Paul Coverdell Forensic Science Improvement Grants - Competitive Program NOFO.
