About this opportunity
The Bureau of Justice Assistance (BJA) within the Department of Justice Office of Justice Programs is soliciting cooperative agreement applications to manage and expand the National Center on Restorative Justice (NCORJ). The Center will educate, train, and build knowledge on restorative justice approaches and their application to criminal justice and community safety, with targeted education and training for law enforcement agencies, correctional institutions, prosecutors, court personnel, and other justice professionals. Applicants must be accredited public or private higher education institutions capable of serving as lead entities in partnership with criminal justice agencies and community-based organizations. The selection criteria will include eligibility and responsiveness reviews, along with merit, programmatic, and budget evaluations, as detailed in the formal Notice of Funding Opportunity (NOFO). The application deadline is May 13, 2026, with an extended deadline due to a previously reported technical issue.
Recent cooperative agreements under this program have ranged from $3.0 million to $5.6 million, with performance periods spanning three to eight years. The most recent award obligated on October 1, 2023, provided $5.6 million through September 30, 2028, supporting substantial expansion through partnerships with multiple universities and research centers. Performance of the award will occur at the lead institution of higher education and its partner organizations, with recipients required to retain all records pertinent to the award for three years from the final expenditure report submission and maintain compliance with applicable federal audit requirements outlined in 2 CFR Subpart F.
Synopsis
This NOFO will support the management and expansion of the National Center on Restorative Justice (NCORJ). The Center will educate, train, and build knowledge on restorative justice approaches and principles and their application to criminal justice and community safety. This Center will provide targeted education and training to a variety of justice/legal professionals, including law enforcement agencies, correctional institutions, prosecutors, and court personnel on accountability-focused restorative justice approaches that improve public safety by strengthening traditional law enforcement, reinforcing personal responsibility among offenders, and providing meaningful restoration to victims.
