About this opportunity
The Bureau of Justice Assistance (BJA) within the Department of Justice Office of Justice Programs is soliciting applications for the FY25 Matthew Shepard and James Byrd, Jr. Hate Crimes Program. This grant opportunity supports state, local, and tribal law enforcement agencies, prosecution agencies, and their partners in identifying, investigating, prosecuting, and preventing hate crimes, with funding available for technical assistance, forensic support, prosecutorial services, and related criminal investigation and prosecution support. Eligible applicants must demonstrate capacity to address hate crimes motivated by victims' perceived or actual race, color, religion, national origin, sexual orientation, gender, gender identity, or disability. Applications will be evaluated based on eligibility and responsiveness, merit, programmatic and budget criteria, and organizational risk assessment as specified in the Notice of Funding Opportunity (NOFO). The application deadline is April 27, 2026, with extended deadlines in effect.
Awards under this program typically range from approximately $300,000 to $2,000,000, with standard performance periods of 48 months. Recipients have historically used funding to establish specialized hate crime units, develop multidisciplinary team approaches, deliver training to law enforcement and prosecutors, provide victim advocacy services, and conduct research and evaluation initiatives. Performance of work will take place in applicant jurisdictions throughout the nation. Successful applicants must accept or decline their award within 45 days of notification through JustGrants, and all award recipients must maintain records for three years from the submission of the final expenditure report to satisfy federal audit and examination requirements.
